Common name is Japanese Painted Fern:

Deciduous; 

Likes a shady place and to be well fed. 

Protect it through the winter by applying 
a mulch - bark chippings would be fine - 
over the crown. Then:cut back dead 
leaves in the spring as the new ones 
are unfurling.Give it a feed and mulch 
with well rotted compst and you will 
have yourself a corker in the shady border. 

Looks absolutely fabulous planted 
with Tradescantia Bilberry Ice and 
Heuchera Chocolate Ruffles.
